About Us

We are a unilateral apprenticeship committee (UAC)*, providing equal opportunities in the apprenticeship program of Cosmetology and Barbering, which are Approved by Department of Labor Relations, Division of Apprenticeship Standards (DAS).

An apprenticeship program is a formal organized system of On-the-Job training supplemented by related technical instruction, in which the apprentice learns by doing, and earns while learning.

The primary objective of the apprenticeship program is to train efficiently, to the degree of competency ordinarily expected of journeymen, to properly meet the needs of industry for workers in skilled occupations.

In 1939 the Shelley-Maloney Apprentice Labor Standard Act become law in California.

Today California has more than 850 “apprenticeable trades or crafts” and adult education offering apprenticeship programs, which vary widely in duration.

We have an  established apprenticeship committee with representative from local school district (Hacienda La Puente Unified School District) has agreed to serve as a local education agency (LEA), which have been approve by DAS for related training.

Represented by Southern California Cosmetology and Barbering Employers Association (SCCBEA) a non-profit organization under IRS section 501 (c) 3, the specific purpose of this corporation is to establish and monitor apprenticeship program, based on the standards approved by Division of Apprenticeship Standards (DAS).
